Only female cattle that have given birth are called cows. Females that have not given birth are called heifers. Mature males are called bulls. Males that have been castrated are called steers.

Animal Care - It Only Makes Sense

Most farmers and ranchers raise cattle because they enjoy working with animals and respect the importance of treating them responsibly. In addition to their own concern for their animals, treating livestock humanely makes economic sense. The purpose of raising livestock is to produce healthy offspring that will grow well and produce lots of meat. Animals that are neglected or abused will not grow or reproduce well. Contented, healthy, well-cared for livestock grow faster and produce higher quality meat, generating a better economic return for the farmer.

Responsible animal care makes sense. However there are also controls in place to help ensure that farm animals are raised responsibly.
